Subject GLOBEX2 Fee Policy Effective April 1, 2001

On February 8, 2001, Chicago Mercantile Exchange Inc. announced that beginning April 1, 2001, clearing and GLOBEX2 fees for GLOBEX2 transactions will be based on the combined memberships of the operator and the account owner. For example:
  • Member rates will apply to GLOBEX2 executed transactions only when a member has entered the executed order for his/her own account or another member�s account.
  • Non-member rates will apply to GLOBEX2 executed transactions whenever a non-member has entered an order on GLOBEX2.

Exceptions to the above policy are as follows:

  • Clearing Member and Rule 106.I. proprietary house accounts will receive equity member rates for GLOBEX2 executed transactions for products authorized within the division of the B shares held.
  • Rule 106.H, 106.J, and 106.N proprietary accounts will receive 106.H. rates for GLOBEX2 executed transactions for products authorized within the division of the B shares held.
  • Member�s accounts will receive member rates for orders executed on GLOBEX2 entered by a clearing firm non-member employee for products authorized within the member�s division.

In order to implement the above policy and for CME to charge the correct fees to accounts carried on your records, we are asking your help to disclose the following individuals using a new window of the Exchange Fee System (EFS) as follows:

  1. Operator Id�s of CME members who are not using GL terminals. These are CME members who are using a different front end to enter orders other than CME�s GL terminal. These members have unique operator ids that are not available through CME�s GLOBEX Control Center. As a result, we will not be able to tell who are CME member order placers unless their ids are disclosed to CME.
  2. Operator id�s of clearing firm non-member employees who act as designated order entry clerks.

During the week beginning March 19, 2001, there will be a GLOBEX2 User Id window available in EFS for the purpose of registering these operators� Id�s. Specific instructions regarding the registration window in EFS will be sent out next week.

 You should begin gathering the necessary information for input into this new EFS registration window.

CME Regulatory Division Reminder

Since October 31, 2000, CME Regulatory Division has required all application programming interface (API) messages for new orders and modifications to existing orders contain identifying information for the workstation operator and physical workstation. Each user I.D. must be unique.

The workstation operator identifier should be transmitted in FIX Tag 116, "entryUser" ID. For clearing member administrated order routing systems the entryUser attribute must uniquely identify the workstation user whom entered the instruction. For non-member adopter order routing systems this attribute must be unique and represent the most detailed level of identification supported by the order routing system.

The physical workstation identifier should be contained in FIX Tag 144, "entryStation" ID. The entryStation ID should contain the physical device identifier of the workstation used to enter the order. If the message is entered through a "browser" facility, either Internet or Intranet based; the workstation ID should contain the word "browser".

The CME is currently ready to accept these data as soon as your firm can support them. While not edited the "entryStation" ID is expected to be non-blank as well.
